PROJECTS




Community revitalization projects help to rebuild neighborhoods into safe, affordable
places to live. They also reach into the educational system through projects such as
illiteracy programs. Revitalizing communities means developing projects that target
the disabled, veterans, teens, and the poor as in providing wheelchair access for the
disabled in public buildings and sidewalks.

The federal government has several sources available for revitalization offered through
grants to municipalities and non-profits.



Government

The United States Department of Housing and Urban Development has created numerous programs
that deal with the revitalization of communities including the Community Development Block
Grant that issues grants for affordable housing, infrastructure, community centers, and
senior citizen projects. In August 2010, 189 million dollars was allocated to the HOPE VI
Project to implement a new program called Choice Neighborhoods. The program will issue
grants to housing authorities for projects that revitalize crime ridden neighborhood into
mixed income areas.

Examples of government funded projects include; a study into the Vietnam veteran and
post-traumatic stress disorder and technical training for staff involved with the Ryan
White HIV/AIDS program.



Women's Community Revitalization Project

A group located in Philadelphia, Pennsylvania, called the Women's Community Revitalization
Project, operates projects that assist women with affordable housing, services for families;
community greening that encourages women to turn vacant lots into gardens, and leadership
projects that include low income women in decision making projects. The project offers
assistance and guidance to other non-profits assisting women. It offers educational services
to women, day care centers, civic associations and Latino organizations.



Hand Made in America

Hand Made in America is a non-profit organization whose mission is "to grow the economy through
craft, cultural heritage and the community assets of Western North Carolina."

The organization developed several programs to promote their objectives including their Small
Town Revitalization Program that works with small towns to find funding resources to assist
with revitalization and civic projects. The emphasis of the organization is to promote
entrepreneurs that create hand made products that exhibit the cultural talent of the Blue Ridge
Mountain area of North Carolina. The community revitalization promoted through the organization
fosters economic growth to small southern Appalachian towns.



Parks and Recreation

Throughout the country, communities are revitalizing their parks and recreation areas along with
other initiatives. Developing communities that are desirable has to include green areas where
people can enjoy their neighborhoods. The Olentangy project in Worthington, Ohio is an example
of a revitalization project that will encompass open space, forestry and recreation in a 100
acre area along the Olentangy River. The reforestation includes native trees and plants that
will inhabit new wild life. Bike and walking trails lined with wood chips are planned.
Completed are playground renovations and tennis court resurfacing.

The Community Revitalization focus area of the Restoration Institute applies the expertise
of skilled professionals and researchers concerned with the planning and design of cultural
landscapes and the promotion of community health. The technical knowledge and visionary
aspects of planning are employed to assist communities in South Carolina and around the
world to strengthen their ability in sustaining and restoring essential environmental,
social and cultural qualities. These community planning and design approaches will often
incorporate a larger regional context to assure the feasibility and long term sustainability
of the proposed restoration plans.




Economic Development and Rapid Population Growth


The impact of economic growth and development on local communities is of significant importance.
Many small towns and cities are experiencing significant changes due to decentralized growth
patterns or urban sprawl. The ecological and historic cultural fabric of communities is being
compromised worldwide as a consequence. Future growth must be guided by effective design and
planning to create more sustainable communities that benefit residents and industry, while
preserving natural habitats and cultural landscapes.




Sustainable Social and Built Environments


Two cross-disciplinary efforts that are being addressed include the effects of natural disasters
and neglect of social stability and the built environment. Poor economic conditions have resulted
in the lack of maintenance of essential services and the loss of hope, leading to the diminution
of social communities. The promise of designing resilient infrastructures and communities helps
guard against disenfranchisement and can prevent disasters. Likewise, the threat of catastrophic
events such as hurricanes and tsunamis can cause immediate and devastating change, requiring years
of recovery. In such situations, planning and design assistance must come quickly.




Walkable Communities


Another possible outcome of this focus area is the design of healthy or "walkable communities."
Inactivity and obesity along with associated diseases have emerged as major public health
challenges of this century. Unsafe communities, lack of alternative transportation systems,
poor land use patterns, and undesirable community characteristics all lead to a lack of
individual physical activity. Superior environments are needed for the future physical health
of individuals, as well as economic health of communities.

The Community Revitalization Training Center (CRTC) is a national training and
technical assistance center.

Our primary function is to provide practical training and technical assistance
opportunities for housing rehab and community development professionals.

training and software.

CRTC has recently acquired RESPEC, Rehabilitation Estimating and SPECwriting
software, a complete end-to-end system for Housing Rehabilitation Agencies.

The Women's Community Revitalization Project (WCRP) is committed to social and economic
justice for low-income women and their families. We develop housing and neighborhood
facilities; provide supportive services; advocate for policy change; and honor leadership,
dignity, and equity in our communities.

When you start with women, you are at the core of communities and families. There is power
in women working together to make change. WCRP has created a model that works for community
development, putting that power to work for low-income women and their families.

SALES
PROGRAMS




Revitalization Areas are HUD-designated geographic areas authorized by Congress under
provisions of the National Housing Act. Revitalization Areas are intended to promote
"the revitalization, through expanded homeownership opportunities, of revitalization
areas."



The criteria for designating an area
as a Revitalization Area relate to:


1.Household Income,

2.Homeownership Rate,

3.FHA-insured mortgage foreclosure activity.



HUD-owned single family properties located in a Revitalization Area are eligible for
discounted sale through special programs, including:



Asset Control Area (ACA):

Foreclosed properties conveyed back to FHA that are located in a designated ACA are first
offered for sale to an ACA participant. Under the ACA Program, state, county and local
units of government, as well as approved nonprofit organizations may enter into a two-year
contract with HUD requiring HUD to first make FHA properties located in an ACA exclusively
available for sale to the ACA participant. ACA properties with an appraised value of $25,000
or less may be purchased for $100; all other properties sold under the ACA Program are
offered for sale at a minimum discount of 50 percent of the appraised property value.



Good Neighbor Next Door (GNND):

Under GNND, HUD offers certain single family properties for sale to police officers, teachers,
fire fighters, and emergency medical technicians at 50 percent off of the list price.


HUD's Single Family Home Locator displays maps of REO properties and special programs such as
Revitalization Areas. There are many revitalization areas across the country. HUD is always
working with localities to designate new areas. For information on Revitalization Area
Evaluation Criteria, please see Housing Notice 11-02.

Contact your regional HUD Homeownership Center to discuss designating a Revitalization Area in
your community. For more information about purchasing HUD Homes through FHA's Revitalization
Area programs, contact your local, state or regional Management and Marketing (M&M) contractor.
